The WA State Government launched the Instant Start Initiative in November 2014. The Initiative enables registered builders to commence construction of single residences prior to the granting of a building permit.
The builder is required to complete a certified building permit application, accompanied by a verification that the design complies with all relevant planning requirements. The aim of the Initiative is to allow construction to commence whilst permit authorities process the application.
The Government has now amended the Planning and Development (Local Planning Schemes) Regulations 2015, with the changes due to take effect on 19 October 2015. This will be followed by the Ministerial Order to commence Instant Start, due to take effect by the end of 2015.
Once Instant Start commences, an applicant will be allowed to submit a certified building permit application to begin construction, as long as they have complied with the requirements of the Building Act 2011 and the Building Regulations.
